Mais ça me rappelle aussi l'histoire d'un britannique qui avait ridiculiser son employeur sans le nommer sur son blogue, et ce dernier l'avait congédié.

Au moment même où la Société des alcools tentait d'endiguer la controverse autour de la négociation des prix, son conseil d'administration adoptait une politique de dénonciation musclée, qui force les employés à signaler aux patrons les gestes répréhensibles de leurs collègues.

Adoptée par le conseil à sa réunion du 15 décembre dernier, la «politique de dénonciation d'actes répréhensibles en milieu de travail» s'inspire des pratiques adoptées aux États-Unis, a expliqué hier à La Presse Jacques Desmeules, l'ombudsman de la SAQ chargé de recevoir les dénonciations exigées des employés.

C'est en vertu de la loi d'accès à l'information que LaPresse a obtenu cette directive de six pages, approuvée «à l'unanimité» au conseil d'administration. Elle n'est pas encore appliquée, a ajouté M. Desmeules qui, en dépit des questions de La Presse, s'est refusé à se prononcer sur le bien-fondé de cette mesure. «J'hésite à me prononcer, ce n'est pas en application... Il faudra voir à l'usage. Cela s'inspire des lois américaines», a-t-il dit.

Porte-parole de la SAQ, Linda Bouchard souligne qu'il s'agit d'une initiative du conseil d'administration inspirée des nouvelles règles de gouvernance du gouvernement fédéral. Cette politique devait être mise en place en janvier mais, «compte tenu des événements», sera reportée de «quelques jours ou semaines», a-t-elle ajouté.

Climat difficile

Selon des sources proches d'employés de la SAQ, le climat de travail est passablement lourd à la société d'État actuellement. «Les employés font leurs appels de la maison, convaincus que tout est écouté», indique-t-on. Les courriels des employés sont méthodiquement vérifiés, indique-t-on aussi.

Le ton de la directive ne donne guère de choix aux employés. «La présente politique a pour objectif d'instaurer un mécanisme formel permettant aux employés de dénoncer un acte répréhensible commis ou sur le point d'être commis dans leur milieu de travail. Elle vise à encourager et à faciliter la dénonciation par une employé», écrit-on. Tout le monde est couvert, cadre comme syndiqué, employé à temps plein ou partiel, insiste la directive.

Par «acte répréhensible», la directive précise qu'on entend «dans le cadre ou à l'occasion du travail, la commission d'actes frauduleux ou illégaux, l'usage non autorisé des fonds ou des biens de la SAQ, les cas graves de mauvaise gestion, les cas de conflits d'intérêts ou de pots-de-vin». On promet aussi de protéger les employés qui informent la direction des faux pas de leur collègues.

Un devoir pour tous

Et la direction de la SAQ insiste: «Tous les employés ont le devoir de collaborer et sont encouragés à dénoncer tout acte répréhensible.» On encourage les délations écrites, mais l'ombusdsman «se réserve le droit d'accepter ou de refuser une dénonciation anonyme». Ce dernier garde un répertoire abrégé de toutes ces délations pendant trois ans, ajoute-t-on.

La directive survient au moment où les relations entre la SAQ et des employés mécontents sont source de controverse. La SAQ vient d'imposer des suspensions sans solde de six mois et trois mois à deux employés qui avaient publiquement critiqué la direction actuelle. L'un deux, Pierre Roy, employé depuis 1975 comme technicien en administration, a parlé dans une lettre ouverte au Devoir de la «gaffe» du président-directeur général, Sylvain Toutant. L'autre, John Brewster, employé en informatique, a écrit une lettre critiquant ses patrons; cette lettre a été publiée sur Cyberpresse.

Pour Mme Bouchard, ces mesures disciplinaires n'ont rien à voir avec la directive. Bien avant cette politique, les règles de la SAQ comportaient une «obligation de loyauté» rappelle-t-elle.

Hier à l'Assemblée nationale, sur la question des mesures disciplinaires, le critique péquiste François Legault a exigé le retrait «au moins temporaire» de Sylvain Toutant de la direction de la SAQ. Pour le ministre responsable de la SAQ, Michel Audet, ces mesures ont été discutées au préalable avec le syndicat des employés. «Il y a un accord sur le fait qu'il y a eu un geste regrettable de la part de l'employé», a dit le ministre.

«Salissage»

M. Audet s'est fâché quand M. Legault a rappelé que Raymond Boucher, le président du conseil qui a démissionné le mois dernier, était un organisateur libéral et que la quasi-totalité des membres du conseil nommés par le gouvernement Charest avaient contribué à la caisse du PLQ.

«C'est du salissage et la population devrait le dénoncer», a lancé le ministre, que le président de l'Assemblée nationale, Michel Bissonnet, a invité à plus de retenue.
